General terms, definitions, and roles of participants in practical shooting competitions.

II. GENERAL TERMS AND PARTICIPANTS OF COMPETITIONS

2.1. General Principles (Regulations) of practical shooting competitions conduct

2.1.1. Grounds for organization and conduct of the competitions on practical shooting are General Principles (Regulations) hereinafter mentioned as Regulations.

2.1.2. Regulations have to correspond to the present Rules and contain the following chapters:

2.1.2.1. objectives and tasks;

2.1.2.2. terms and place of conduct;

2.1.2.3. arrangement and management;

2.1.2.4. participants of the competitions;

2.1.2.5. type of the competitions (individual, team, mixed);

2.1.2.6. agenda of the competitions;

2.1.2.7. safety and competition area preparation;

2.1.2.8. terms of competition scoring and decorating of winners and medallists;

2.1.2.9. terms of financing of competitions and equipment and ammunition supply for the participants;

2.1.2.10. procedure and terms of applications for participation in the competitions;

2.1.2.11. other terms that assure duly conduct of the competitions.

2.1.3. Regulations should not contradict the present Rules. It is forbidden to change the Regulations for less than three days prior to the beginning of the competitions.

2.1.4. Sportsmen registered as participants of competitions are obliged to follow present Rules and Regulations.

2.1.5. The procedure for organizing and holding official sports competitions is determined by the requirements of the Regulations on the procedure for organizing and conducting official sports competitions and training meetings and the procedure for material support of their participants

2.2. Ranks and types practical shooting sport competitions

Rules WPSF govern shooting sports competitions, which are divided into ranks:

2.2.1. Rank I (not relevant yet) - Olympic Games, Winter Olympic Games, Paralympic Games, Deaflympic Games, All-World Games

2.2.2. Rank II - World Championships, World Cups, Europe championship, European Cup, Continental Championships, Continental Cups, other international shooting competitions approved by the WPSF

2.2.3. Rank III - National Championships and Cups, other all-country competition that are approved by the local WPSF member

2.2.4. Rank IV - local regional (territorial) competitions

2.2.5. Rank V - club or other regional shooting competitions

Regional national competitions (III-V ranks) may be held by local WPSF member under local rules based on WPSF rules.

2.3. Shooting disciplines

All sports competitions in practical shooting are held in the following Shooting disciplines:

2.3.1. shotgun shooting (SGN)

2.3.2. carbine shooting (CRB)

2.3.3. handgun shooting (HGN)

2.3.4. pistol caliber carbine shooting (PCC)

2.3.5. small-caliber handgun shooting (SCH)

2.3.6. small-caliber carbine shooting (SCC)

2.3.7. soft bullet handgun shooting (SBH)

2.3.8. air handgun shooting (AHG)

2.3.9. air carbine shooting (ABS)

2.3.10. multigun dynamic shooting (MGD)

2.3.11. multiathlon shooting (SMA)

2.3.12. high speed shooting (HSS)

2.3.13. special operations forces shooting (SOF)

2.3.14. shoot-off shooting (OFS)

2.3.15. classifiers shooting (CLS)

2.4. Classes of Shooting discipline

Classes of Shooting discipline and requirements for firearms and non-firearms and non-firearms are indicated in the annex 3 to these rules

2.5. Age categories of participants

2.5.1. cadets (male, female) – up to 17 years;

2.5.2. juniors (male, female) – 17-21 years;

2.5.3. adults (male, female) - 22-49 years;

2.5.4. higher adults (male, female) - 50-59 years;

2.5.5. veterans (male, female) - 60 years and older.

The age of athletes is calculated by the number of full years on the first day of competition.

Competitions can also be held in the consolidated age category without age restrictions.

2.6. Types of medal standings

2.6.1. individual scoring in the sports program

2.6.2. individual scoring in the age categories

2.6.3. team scoring in the sports program

2.6.4. team scoring in the age categories

2.7. Competition Jury and Judges

2.7.1. For the achievement of its purposes the WPSF accredited judges to supervise shooting competitions and to ensure the fair and equal treatment of all competitors. Judges must be experienced and fully conversant with the current versions of the WPSF Rules and Regulations.

2.7.2. Competitions must be staffed by Jury Members and Judges in accordance

2.7.2.1. The WPSF is responsible for nominating and designating the required number of Jury Members and substitutes for World Championships, World Cups and Continental competition.

2.7.2.2. The Organizing Committee, or the Organizing Federation, is responsible for the designation of Jury Members for other international championships and national championships held under the WPSF Rules.

2.7.2.3. The Regional federations recognized by the WPSF should nominate and designate the Jury Members for their Championships, Cups and other competition.

2.7.3. In the context of these Rules, the word "Judge" refers to an accredited WPSF Judges.

2.7.4. The Jury Members are formed from accredited WPSF Judges approved for this competition. Judges have the status of officials persons and have the following positions:

2.7.4.1. Chief Judge (CFJ);

2.7.4.2. Line Judge/-es (LNJ);

2.7.4.3. Judge/-es (JDG);

2.7.4.4. Scoring Judge/-es (SCJ).

2.7.5. Chief Judge of the competition:

2.7.5.1. heads the panel of judges and staffs the panel of judges;

2.7.5.2. ensures control over compliance with safety requirements while planning and building of Stages;

2.7.5.3. decides on the admission of participants to the competition during their registration in accordance with the submitted registered applications in the template specified in Annex 1 to these Rules;

2.7.5.4. distributes judges between Stages;

2.7.5.5. ensures the correct application of these Rules during the competition;

2.7.5.6. makes final decisions on disputes in cases specified in these Rules;

2.7.5.7. performs other functions defined by these Rules, Regulations and technical regulations of practical shooting competitions, developed by the World Federation (hereinafter - the technical Regulations).

The authority of the Chief Judge is applicable to the territory (part) of the shooting range, where the Stages and facilities are located, designed to ensure the functioning and conduct of competitions, as defined by the technical regulations.

Chief Judge is appointed by the Organizer of the competitions.

2.7.6. Line Judge/-es:

2.7.6.1. reports to the Chief Judge;

2.7.6.2. performs the functions of a judge;

2.7.6.3. supervises the work of judges on the Stages determined by the Chief Judge;

2.7.6.4. ensures the correct application of these Rules in the Stages determined by the Chief Judge;

2.7.6.5. makes decisions on disputes in the cases specified by these Rules;

2.7.6.6. on the instructions of the Chief Judge ensures control and compliance with these Rules of firearms and non-firearms and non-firearms and equipment of athletes;

2.7.6.7. if necessary, performs the functions of a judge;

2.7.6.8. performs other functions defined by these Rules, Regulations and technical regulations.

2.7.7. Judge/-es:

2.7.7.1. reports to the Line Judge and the Chief Judge;

2.7.7.2. ensures the correct application of these Rules in the Stages determined by the Chief Judge;

2.7.7.3. provides the equal notifications to athletes of the conditions of the current briefing;

2.7.7.4. ensures the correct submission of commands during the performance of the Stage by the athlete and performance of the procedures specified in these Rules, Regulations and technical regulations;

2.7.7.5. controls the Stage safety compliance by athletes;

2.7.7.6. announces the time, scoring and fines imposed on each athlete, and checks the correctness of the data in the athlete's score sheets;

2.7.7.7. decides on the application of penalties to participants and spectators in the cases specified by these Rules;

2.7.7.8. checks the firearms and non-firearms and non-firearms and equipment of athletes for compliance with these Rules;

2.7.7.9. performs other functions defined by these Rules, technical regulations.

2.7.8. Scoring Judge:

2.7.8.1. reports to the Chief Judge and ensures the work of the stats office;

2.7.8.2. ensures the correct application of these Rules when calculating the results;

2.7.8.3. organizes and carries out collection, sorting, reconciliation and storage of score sheets;

2.7.8.4. organizes and provides input and processing of results of athletes;

2.7.8.5. provides preparation of intermediate and final results;

2.7.8.6. performs other functions defined by these Rules, technical regulations of the competition.

2.8. Other official persons

2.8.1. Match Director:

2.8.1.1. carries out the general management of competitions, except for the questions carried to the competence of the Chief Judge;

2.8.1.2. organizes the construction of Stage and competition facilities;

2.8.1.3. provides distribution of athletes by groups;

2.8.1.4. provides scheduling of competitions;

2.8.1.5. coordinates the work of service staff and all other services not directly related to the performance of the functions of a judge;

2.8.1.6. performs other functions defined by these Rules, technical regulations of the competition.

2.8.1.7. The match director is appointed by the competition Organizers and cooperates and coordinates his activities with the Chief Judge.

2.8.2. Head of MS (material support):

2.8.2.1. distributes, repairs and maintains in working state all equipment on the shooting range;

2.8.2.2. provides other needs on the shooting range;

2.8.2.3. provides judges with soft drinks and food;

2.8.2.4. performs other functions defined by technical regulations.

The head of material support reports directly to the Chief Judge and coordinates his activities with the Match Director.

2.9.Discipline on official competitions

2.9.1. The Chief Judge has the authority to direct the competition officials, except for the Match Director (except when the Match Director participates in the match as an athlete), and is responsible for deciding on matters relating to conduct and discipline.

2.9.2. A competition official who is disqualified from a match for violating safety rules as an athlete will continue to work as an official in the competition. The Chief Judge makes all decisions regarding the participation of officials.

2.10. Appointment of official persons

2.10.1. The organizers of the competition, at least twenty days before the start of the competition, appoint the Match Director and the Chief Judge to perform their duties.

2.10.2. In competitions of city and club level, the same person may be appointed as Match Director and the Chief Judge.

2.10.3. Athletes appointed as competition officials do not have the status or authority of a competition official at the time of their participation as an athlete. Such persons should not participate in the competition in the uniform and with insignia of competition officials

2.10.4. Competition officials are prohibited from carrying or holding any type of firearms and non-firearms and non-firearms while directly accompanying the athlete or recording his time during a shooting Stage.

2.11. General safety requirements of the usage of firearms and non-firearms and non-firearms at the practical shooting competitions

2.11.1. These Rules establish general safety requirements for use of firearms and non-firearms and non-firearms during practical shooting competitions. All athletes, judges and competition officials ensure compliance with the requirements of these Rules.

Transportation and use of sports firearms and non-firearms outside the competition is carried out in accordance with current Country legislation.

2.11.2. The Senior Judge of the competition or the organizers, in agreement with the Chief Judge, may establish additional safety requirements, taking into account the conditions of the competition venue. Judges, team officials and athletes should be notified in a timely manner of any special safety requirements in the competition program.

2.11.3. The control over observance of the general requirements of safety at use of the firearm during competitions on practical shooting is provided by judges. The responsibilities of athletes and team officials include strict compliance with the general safety requirements for the use of firearms and non-firearms during practical shooting competitions.

2.11.4. Any firearm must be treated as a loaded one.

2.11.5. Firearms may not be aimed at a target without the intent to fire.

2.11.6. A finger may not be placed on the trigger until taking aim or being aimed on the target. When removing the firearm from the carrying case, holster or safe, reloading, moving, changing the shooting position, the index finger should be outside the trigger guard.

2.11.7. Before shooting, the athlete must fully recognize the target and know what is in front of it, behind it and next to it.

2.11.8. The transfer of firearms and non-firearms on the territory where the competition is held is carried out in a holster or special box, trunk or other special equipment for transporting firearms and non-firearms. Strictly prohibited to leave firearms and non-firearms unattended and more than 3 meters away from the owner with the exception of special firearms and non-firearms’ storage areas (lockers, rooms, gun pyramids, etc.) defined by match organizers.

2.11.9. It is forbidden in any way to close the barrel channel with any kind of obstacles, which when shot can lead to its swelling or rupture. An exception to this rule is the placement of safety flags in the chamber.

2.11.10. During the competition it is forbidden to carry out cleaning, disassembly or maintenance of firearms and non-firearms (except for the replacement of muzzle constrictions of discharged smoothbore firearms and non-firearms) outside the designated safety zones or other specially designated places by the organizers.
