XV. Requirements for Shooting Ranges for Practical Shooting

Technical and safety requirements for shooting ranges used in practical shooting competitions.

XV. REQUIREMENTS FOR SHOOTING RANGES FOR PRACTICAL SHOOTING

15.1. Shooting range (Range) for practical shooting is a sports facility (complex of sports facilities), designed for sporting events for practical shooting in accordance with the provisions of these Rules and international rules of shooting sports, which are developed by the World Federation.

15.2. Shooting range (Range) for practical shooting must consist of the following objects:

15.2.1. firing zones;

15.2.2. security zones;

15.2.3. areas for spectators, media representatives, as well as places for athletes, judges and officials;

15.2.4. places for maintenance, cleaning and inspection of firearms and non-firearms and equipment;

15.2.5. toilets, locker rooms (if possible);

15.2.6. information stand for placing official results and announcements;

15.2.7. places for awarding or a portable pedestal;

15.2.8. parking spaces.

15.3. Places for maintenance, cleaning and inspection of firearms and non-firearms and equipment, safety zones are located near the firing zones and must be arranged so that in the event of an accidental shot, such a shot took place in a safe direction and precluded the possibility of ricocheting. It is recommended to equip such places with stationary or portable bullet-catching structures (devices).

A place for servicing, cleaning and checking firearms and non-firearms and equipment can be combined with a security zone.

Areas for spectators and media representatives are located directly behind the shooting area. In open and semi-open shooting ranges (shooting ranges) for practical shooting for the convenience of spectators can be equipped with seats, canopies and other structures designed to protect against precipitation.

15.4. The shooting area consists of one or more shooting ranges.

Each shooting range must be equipped with protective structures (elements) and / or natural barriers that prevent the bullet (shot, cartridge) from leaving the site due to a direct shot at targets.

Protective structures (elements) of the shooting range must allow shooting at targets from the starting position (line) and from other specified conditions of the Stage shooting positions, including during movement, within the safety angles defined by these Rules and the design of protective structures (elements).

Permitted safe firing directions and permitted safety angles must be determined for each shooting range (if they differ from those specified in paragraph 1 of Section IV of these Rules).

15.5. Shooting position - the place from which the athlete hits the target during the Stage. Shooting positions are located inside the shooting range, taking into account the permitted safe firing directions and permitted safety angles.

15.6. Starting position (line) of the shooting range - the place from which shooting can be started during the Stage on the shooting range.

15.7. Safe firing direction - a conditional straight line that connects the shooting position with the target and is directed from the athlete to the target. The main safe direction of firing is a line perpendicular to the far edge of the shooting range from the shooter. Secondary (auxiliary) safe firing directions can be defined at an angle of up to 90º or more to the left and 90º or more to the right of the main firing direction, if the shooting range is designed and provided with protective structures and elements in these directions.

15.8. Targets for shooting in the shooting range are located on the entire plane of the site in compliance with these Rules, safety rules of the shooting range (shooting range), while maintaining safe shooting directions and within safety angles.

It is forbidden to place targets on the upper section or above the section of protective structures (elements). To prevent the bullet from flying outside the shooting range as a result of an accidental shot, it is not recommended to set targets at a height of less than 1 m from the upper edge of the target to the upper cut of protective structures (elements).

If the shooting Stage involves shooting at targets at an upward angle (from bottom to top), then such targets, as well as scenery or other equipment of the Stage, which opens the possibility of hitting such targets, should be located so that the trajectory of the bullet, cartridges) after hitting the target with a direct shot could not go beyond the protective structures (elements) of the shooting range from any shooting position, from where such targets can be hit.

In the case of the use of moving targets in shooting Stages, the trajectory of such targets should not go beyond the protective structures (elements) of the shooting range.

15.9. When placing metal targets, it is necessary to take into account the possibility of ricocheting bullet fragments (shot, cartridges) in the direction of other athletes and spectators and prevent this by setting physical barriers (obstacles) on the most probable trajectory of the fragments.

15.10. Types of protective structures and elements:

15.10.1. specially built;

15.10.2. natural barriers, which are elements of the terrain (high hills, high and steep slopes, etc.);

15.10.3. combined.

15.11. Specially constructed protective structures can be made of:

15.11.1. soil;

15.11.2. monolithic concrete or concrete blocks;

15.11.3. bricks;

15.11.4. solid wood;

15.11.5. steel sheet (sheet metal);

15.11.6. a combination of the above.

15.12. Protective structures (elements) of the shooting range must be designed in such a way as to prevent the departure of the bullet (shot, cartridge) outside the shooting range due to a direct shot at targets.

Protective structures (elements) must be designed in such a way as to prevent their penetration by a shot from the type of firearm, caliber and type of ammunition permitted at this shooting range (for more details, see paragraph 12 of this section).

The side surfaces of the shooting range must be designed and constructed in such a way as to exclude the ricochet from the projectile or its fragments. Wood, rubber or other materials with similar kinetic energy absorption properties can be used for this purpose.

To prevent the departure of a bullet (shot, cartridge) as a result of an accidental shot outside the shooting range, it is allowed to install an interception system between the starting position (line) of the shooting range and its front wall or install structures that limit the vertical angle of the direct shot above the upper section of protective structures shooting range.

15.13. Protective structures (elements) of semi-open shooting ranges (shooting ranges) must meet the following technical requirements:

15.13.1. depending on the firing distance and type of firearm, the upper edge of the protective structure (element) must have the minimum height specified in Annex 5 to these Rules (Tables 1, 2);depending on the caliber of the firearm, type and material of construction, protective structures (elements) must have a minimum thickness that excludes their penetration, defined in Annex 5 to these Rules (Table 3);

15.13.2. in the case of construction of protective structures only from the soil embankment, the width of the upper edge of such protective structure must be not less than 1 m;

15.13.3. the recommended angle of inclination of the inner slope of the bulk (soil) protective structure is 34º (2: 3), but not less than 30º.

15.14. Areas of semi-open shooting ranges for shooting with carbines, handguns and revolvers, as well as smooth-bore shotgun bullets and shotguns should be placed at a distance of at least 300 m in the direction of shooting from residential and public buildings and organized recreation areas, and for shooting from smooth-bore shotguns - at a distance of not less than 150 m.
