XI. FINES AND DISQUALIFICATIONS

11.1. Procedural fines. General rules

11.1.1. Procedural penalties are imposed when the athlete has failed to follow the procedure specified in the written briefing before the Stage and / or has violated other general rules. The judge who imposed such procedural fines shall record in the athlete's record their number and the reason for their appointment.

11.1.2. Each procedural penalty is equal to minus 10 points, except for "mixed" Stages (counting type "mixed Vickers") and "applied" and "speed" Stages.

11.1.3. Athletes who challenge the application or amount of procedural fines may apply to the Chief Judge and / or the Judge . An athlete who continues to believe that the decision was made unfairly may file a protest with the arbitral tribunal.

11.1.4. Procedural fines may not be canceled by such actions of the athlete. For example, an athlete who hits a target by crossing the penalty line will receive all appropriate penalties, even if he then hits the same target without crossing the penalty line.

11.1.5. In the Regulations of competitions with the use of "SOF type", "speed", "mixed" Stages, in addition to those specified in these Rules, other cases and grounds for imposition of fines or disqualification may be established.

11.1.6. In competitions with the use of "SOF type", "speed", "mixed" Stages, there are no requirements to reduce the penalty time for hitting the relevant targets or scoring zones.

11.2. Procedural fines. Some examples

11.2.1. If an athlete shoots by touching any part of his body to the ground or an object outside the penalty line, he will receive 1 procedural penalty for each such case. A penalty shall not be imposed if the Athlete has not fired a single shot in support of the penalty line, except as described in paragraph 4.2.4 of these Rules.

11.2.2. If the Athlete has gained a significant advantage by shooting in violation of any target (s), he may instead be assigned 1 procedural penalty for each shot made in violation of this target (s). ), except for the handgun (for "SOF type" and "speed" Stages).

11.2.3. If an athlete violates the procedure specified in the written briefing before the Stage, he will receive 1 procedural fine for each violation. However, if the athlete gains a significant advantage in violation of the procedure, he is awarded 1 procedural penalty for each shot instead of one penalty (for example, several shots from the wrong position or stand required) except for "SOF type" and "speed" Stages.

11.2.4. In the case of imposing several fines in the above cases, their number should not exceed the maximum possible number of shots of the athlete. For example, an athlete who gains an advantage when defending the penalty line, where only 4 metal targets are visible, will receive 1 procedural penalty for each shot made in violation, but not more than 4 procedural penalties, regardless of the number of shots actually fired, except for "SOF type" and" speed "Stages.

11.2.5. Athletes who do not perform a mandatory reload will receive 1 procedural penalty for each shot after the moment when a mandatory recharge was required and before the recharge is performed.

11.2.6. In the Cooper tunnel, an athlete who shifts one or more pieces of coverage over his head will receive 1 procedural penalty for each part that falls, except for "SOF type" and "speed" Stages. Parts of the overhead cover that fall as a result of the athlete pushing or hitting the side supports, or as a result of gunpowder gases, or recoil of a firearm, will not be penalized.

11.2.7. An athlete who, after the "Attention" command and before the start signal, moves (makes hand movements towards firearms and non-firearms, chargers or ammunition) or moves to a more favorable shooting position or stand, will receive 1 procedural fine, except for: "SOF type" "and" speed "Stages. If the judge is able to stop the athlete in time, he will be warned for the first violation, and the athlete will start the Stage again.

11.2.8. An athlete who fails to fire at least one shot on the target will receive 1 procedural penalty per target along with the corresponding number of penalties for misses, except where paragraph 10.9.2 of these Rules applies, except for "SOF type" and "speed" Stages.

11.2.9. If the shooting Stage (or part) for a handgun and an air handgun involves firing with a strong or weak hand, the athlete will receive one procedural penalty for each case of touching the handgun (or picking it up from the table, etc.) with the other hand after the starting signal (or from that the moment when the Stage requires the use of only one hand). Exceptions are switching off the external fuse (without picking up), recharging or troubleshooting. However, a procedural penalty is imposed "for each shot" when the athlete uses the other hand to:

11.2.9.1. shotguns, if the Stage involves shooting only from a weak shoulder, the athlete will receive procedural fines if he uses a strong shoulder. 1 procedural fine will be imposed for each shot fired;

11.2.9.2. handgun and air handgun with support for the handgun, hand or wrist or the whole hand during the shooting;

11.2.9.3. handgun and air handgun leaning his hand on the ground, barricade or other scenery to improve stabilization during shots.

11.2.10. An athlete who has left a shooting position may return and shoot again from that position, provided that he does so safely. Written briefings on classification, "SOF type" and "speed" Stages and in competitions of V and VI rank may prohibit such actions, in such cases 1 procedural penalty will be imposed for the shot.

11.2.11. Special penalty: an athlete who is unable to perform any part of a shooting Stage due to physical incapacity or injury may, before commencing the performance of this shooting Stage, request a fine from the Chief Judge instead of the specified conditions for the Stage.

If the Referee agrees to the request, he shall, prior to the performance of the Shooting Stage by the Athlete, assign a special penalty in the range of 1% to 20% to be deducted from the Athlete's points, excluding "SOF type" and "Speed" Stages.

Alternatively, the Chief Judge may waive any penalties out of respect for an Athlete who has physical limitations that prevent him from completing the Stage in accordance with the existing requirements of these Rules.

If the request is rejected by the Chief Judge, the usual penalty system remains in place.

11.2.12. An athlete who shoots over a barrier higher than 1.8 m will receive 1 procedural penalty for each shot.

11.2.13. For a carbine, a pistol caliber carbine and a small-caliber carbine, if the athlete hits the target in turn (when more than one shot is fired at a single trigger) due to the fact that the firearm is in automatic fire mode, he will receive zero points for this Stage and warning . In case of repeated violation of this rule, he will be disqualified. If the shots were fired in a dangerous direction or any other dangerous actions occur, the athlete will be disqualified.

For a shotgun, an athlete who fires other types of ammunition, which are mandatory in this shooting Stage, will receive 1 procedural fine for each metal test or penalty target that falls as a result of this shooting.

In "mixed" Stages with certain types of ammunition (or types of firearms and non-firearms), an athlete who shoots another type of ammunition (or another type of firearm) and knocks down a metal target, test or penalty, will receive one procedural fine for each target that falls, and also one procedural penalty for a miss or a penalty hit, respectively.

11.2.14. For "speed" Stages:

11.2.14.1. procedural fine +3 s for each shot after violation of the procedure, for movement after the command "Attention" and before the starting signal;

11.2.14.2. procedural fine of +30 s for refusing to perform any attempt at Stage.

11.2.15. For "SOF type" Stages, a procedural penalty (added 3 s for each violation of the conditions of the Stage) is charged for each time the athlete:

11.2.15.1. carries out a shot before selection of the equipped element of the fallen equipment (shop, a replaceable drum or a holder);

11.2.15.2. does not store (destroys or removes improperly) ammunition during "tactical reloading";

11.2.15.3. hits targets from a stationary position where shooting is provided in motion;

11.2.15.4. strikes targets without adhering to "tactical sequence" or "tactical priority";

11.2.15.5. does not use the shelter properly (1 fine for each shelter);

11.2.15.6. fires more shots than expected (using the "Limited Vickers" method), with the deduction of the best points for each extra shot;

11.2.15.7. simulates the performance of the Stage, aiming with the hand or outstretched finger, or using the sight of the firearm.

11.2.16. For "SOF type" Stages, the procedural penalty "improper performance" (added 20 s for each violation of the performance procedure) is charged for each time an athlete tries to violate the order of Stage, or for unsportsmanlike conduct, or for the use of improper devices, equipment, gear or techniques that, in the opinion of the Chief Judge, create the principles for performing the Stage.

For example (open list), when the athlete:

intentionally makes a technical error (simplifies the reloading technique, violates the order of hitting targets, underloads firearms and non-firearms with a violation in the form of a "missed shot"), in order to improve the final result for the Stage, even with a violation of the procedural fine.

Repeated imposition of this fine may result in disqualification from the competition, at the discretion of the Chief Judge.

11.3. Procedural fines for "mixed" high-speed all-around Stages

11.3.1. A penalty in "mixed" speed all-around Stages is an additional time imposed for violations committed by the athlete, and is added to the total time of the Stage. The amount of the fine depends on the seriousness of the violation.

11.3.2. The following procedural penalties shall apply to "mixed" speed all-around Stages:

11.3.2.1. an additional 2.5 seconds is accrued for a miss on a flying fragile target;

11.3.2.2. for one hit in a paper target for mixed Stages outside the central circle at any distance is an additional 2.5 seconds;

11.3.2.3. for a miss on any target at a distance of up to 37 meters, an additional 5 seconds;

11.3.2.4. for a miss on any target at a distance of more than 37 meters, an additional 7.5 seconds;

11.3.2.5. for a miss on any target at a distance of more than 92 meters, an additional 10 seconds;

11.3.2.6. for not firing at any target at a distance of less than 92 meters, an additional 2.5 seconds are accrued;

11.3.2.7. for non-firing of any target at a distance of more than 92 meters there are additional 5 seconds.

11.3.3. A non-firing of a target is a situation when the athlete did not fire a single shot at this target during the shooting Stage.

11.3.4. Aimless shooting in the general direction of the target, shooting over or under obstacles behind which the placement of the target, or shooting through the scenery through which the target is visible, is not recognized as firing and hitting the target.

11.3.5. For violation of the procedures for performing the Stages specified in the written briefing, a fine is charged - an additional 5 seconds.

11.3.6. For each shot taken while any part of the Athlete's body touches the surface outside the Shotgun Boxes or Penal Lines, or when the Athlete resists or stabilizes the position of the Body through contact with anything outside the Shotgun Box or penalty line and not attached to them, a penalty is charged - an additional 5 seconds.

11.3.6.1. If the judge determines that the athlete did not receive an advantage, he will be fined only one for each violation.

11.3.6.2. If the judge determines that the athlete has gained the advantage, he will be fined for each shot fired in violation.

11.3.6.3. The judge is obliged to issue a warning voice command before charging fines for substitution only if the athlete touches the penalty line raised above the ground.

11.3.6.4. An Athlete may receive a maximum of four (4) penalties per Stage for the substitution of a penalty line raised above the ground, ie an additional 20 penalty seconds.

11.3.6.5. Any shots fired under or on the raised penalty line are not considered to be credited and are not counted as hitting or firing at the target.

11.3.6.6. Penalties for substitution for a ground or a penalty line stretched above the ground are not charged if the athlete's body is within the penalty lines from the knees and above during shooting while lying down.

11.3.7. For each hit in the penalty area the athlete is charged an additional 5 seconds.

11.3.8. If, as a result of the shot hitting the paper target, it is impossible to clearly identify the bullet or card holes of the fired target, the athlete is charged an additional 5 seconds of penalty for a miss. A fine is charged for each such target. An additional fine for not firing at the target is not charged.

11.3.9. Containers for firearms and non-firearms and tables placed on the Stages are not decorations or auxiliary devices.

An athlete who uses containers to leave firearms and non-firearms, tables, or any other structure contained within or in direct contact with shooting areas to maintain his handgun or long-barreled firearm shall be charged an additional 5 seconds of penalty for each committed in this way. shot.

The Athlete has the right to use certain structures for shooting from a supine position and with support without penalties, if specified in the written briefing of the Stage.

11.3.10. In case of re-use of the left firearm for firing at targets of the athlete additional 5 seconds of the penalty for each such violation are added.

11.3.11. Shooting at a target due to transparent obstacles or above or under the scenery is punishable by one fine of 5 additional seconds for a miss and one fine of 2.5 additional seconds (a total of 7.5 additional seconds) for not firing for each hit fragile or falling metal target, that cannot be re-struck in the right way.

Any paper targets for mixed Stages can be re-struck in the right way without penalties.

11.3.12. For hitting a fragile target with any projectile other than meal, the athlete is charged one penalty - 5 additional seconds for a miss and one penalty of 2.5 additional seconds (a total of 7.5 additional seconds) for not firing for each hit fragile target, which cannot be re-struck in the right way.

11.3.13. Shooting at a target with a projectile that is prohibited from hitting a target of this type is not considered a target hit and if the violation is not corrected, the athlete is charged one penalty in 5 additional seconds for a miss and one penalty in 2.5 additional seconds (a total of 7.5 additional seconds) for not firing for each incorrectly hit target that cannot be re-hit in the correct way.

11.3.14. A shot at a paper target with a shot does not count as a test shot or target firing. If the paper target is hit by shrapnel and is not hit by the proper type of ammunition, the athlete is charged one penalty of 5 extra seconds for a miss and one penalty of 2.5 extra seconds (a total of 7.5 extra seconds).

11.3.15. Violation of the limit on the starting number of rounds in the shotgun entails a fine of 10 additional seconds.

Athlete's refusal to check firearms and non-firearms and equipment or the starting number of rounds in the shotgun entails his disqualification from the competition.

11.3.16. An additional 10 seconds are charged for a shot from a shotgun bullet at a metal target, which is not specified in the written briefing of the Stage as mandatory or alternative to the impression from a shotgun bullet. Such a target is counted as hit without other additional fines.

11.3.17. For leaving the penalty lines and returning to their limits in another place in order to shorten the path, the athlete is charged an additional 10 seconds.

Athlete who went beyond the penalty line and returned to the same place without shortening the path, the penalty time is not accrued.

11.3.18. An additional 10 penalty seconds may be awarded to any Athlete who provides or uses the guidance of another Athlete or Spectator during a shooting Stage.

11.3.19. If the person providing the tips is not an athlete of the competition, the judge has the right to remove such a person from the shooting range.

11.3.20. For leaving the firearm in the designated containers or places with the cartridge in the chamber and without a fuse, the athlete is charged an additional 10 penalty seconds.

11.3.21. In case of leaving the firearm in a non-designated container, or in a non-designated place, the athlete is charged 20 additional penalty seconds, regardless of the condition of the chamber and fuse, provided that the athlete did not go before it.

If the firearm was not used by the athlete during the shooting Stage, remaining in its original location, and the athlete did not go in front of it, penalty seconds are not accrued.

11.4. Disqualification. General rules

11.4.1. An athlete who violates safety requirements during the Stage or performs other prohibited actions during the practice of practical shooting will be disqualified and will be prohibited from performing the remaining shooting Stages, regardless of the schedule or location of the competition, pending consideration of any which appeal filed in accordance with Section XII of these Rules.

11.4.2. Having assigned a disqualification, the judge shall record it, the time and date of the incident in the athlete's credit list. The Chief Judge must be notified as soon as possible.

11.4.3. The points of a disqualified athlete shall not be deducted from the results of the competition and the results of the competition shall not be declared final by the Director of the match until one hour has elapsed, even if no protest has been lodged with the Chief Judge (or his representative) for that reason.

11.4.4. If the application for arbitration is submitted within one hour, the decision of the arbitration committee shall be made within 24 hours after the submission of the application for arbitration or before the competition director announces the final results.

11.4.5. If an athlete has completed a pre-match or competition without disqualification, his result may not be affected by disqualification during duel shooting or other parts of the competition.

11.4.6. Other disqualification provisions may be laid down in the competition regulations using "SOF type" "speed Stages", "mixed Stages".

11.5. Disqualification. Random shot

11.5.1. An athlete who commits an accidental shot shall be immediately stopped by a judge and disqualified.

11.5.2. A random shot is:

11.5.2.1. a shot fired above the front or side bullet shaft or in any other direction determined by the competition organizers in a written briefing before the Stage as dangerous. However, an athlete who correctly shoots at a target and then departs in a dangerous direction will not be disqualified. In this case, the requirements of the rule specified in Chapter 4.3 of these Rules may be applied;

11.5.2.2. a shot from a handgun of any class that hits the ground at a distance of less than 3 m from the athlete, except for a shot at a paper target that is closer than 3 m from the athlete. A shot aimed at the ground at a distance of less than 3 m from the athlete, fired through a firecracker, is an exception to this rule;

11.5.2.3. a shot from a carbine, a pistol caliber carbine, a small-caliber carbine, air carbine and a shotgun that hits the ground at a distance of less than 3 m from the athlete, except for a shot at a paper or fragile target located closer than 3 m from the athlete. A shot aimed at the ground at a distance of less than 3 m from the athlete, fired through a firecracker, is an exception to this rule;

11.5.2.4. a shot fired during the loading, unloading or reloading of a firearm is accidental. This rule applies to any shot fired during the procedures described in paragraph 9.3.1 and paragraphs 9.3.8-9.3.11 of these Rules. Exception - detonation, which may occur during the discharge of a firearm, is not considered a shot and does not entail disqualification. In this case, paragraph 9 of Chapter 1 of Section V of these Rules may be applied;

11.5.2.5. a shot that occurred during the action to eliminate the malfunction of the firearm;

11.5.2.6. a shot, which occurred when moving a firearm from one hand to another;

11.5.2.7. a shot from a shotgun, which occurred when moving the gun from one hand to another or from one shoulder to another;

11.5.2.8. a shot that occurred during the movement, except for the actual shooting at targets;

11.5.2.9. a shot from a handgun and pistol caliber carbine fired at a metal target from a distance of less than 7 m, which is measured as the distance between the front surface of the target and the nearest part of the athlete's body in contact with the ground;

11.5.2.10. a shot from an air handgun and air carbine, fired at a solid target from a dangerous distance;

11.5.2.11. a shot from a carbine, fired at a metal target from a distance of less than 50 m, measured as the distance between the front surface of the target and the nearest part of the body of the athlete in contact with the ground;

11.5.2.12. a shot from a small-caliber carbine, fired at a metal target from a distance of less than 5 m, which is measured as the distance between the front surface of the target and the nearest part of the body of the athlete in contact with the ground;

11.5.2.13. a shot from a shotgun fired at a metal target from a distance of less than 5 m using a shot or a shotgun, or less than 40 m using a bullet. This distance is measured as the distance between the front surface of the target and the nearest part of the athlete's body in contact with the ground;

11.5.2.14. a shot from a shotgun made by a bullet in an Stage, where it is not indicated as acceptable in this shooting Stage;

11.5.2.15. a shot from a shotgun, made by a shotgun on a shooting Stage, where the exclusive use of the shot is determined in view of safety.

11.5.3. If it is established that the cause of an accidental shot is a breakage or defect of any part of the firearm, the athlete shall not be considered to have violated the safety rules, and disqualification shall not apply. In this case, the athlete's points for this Stage are zero.

The firearm is provided for inspection to the Chief Judge or his representative, who will examine the firearm, will conduct the necessary checks to determine whether the accidental shot was caused by a breakdown or defect of a part of the firearm. If the firearm was not provided for immediate inspection before the athlete left the shooting Stage, he may not subsequently appeal for disqualification for accidental firing due to breakage or defect of the firearm.

11.6. Disqualification. Dangerous handling of firearms and non-firearms

11.6.1. Dangerous handling of firearms and non-firearms shall be disqualified in the following cases:

11.6.1.1. manipulation of firearms and non-firearms at any time, except within a defined security zone or under control and in response to the direct command of a judge. This does not apply to the carrying of firearms and non-firearms, where paragraph 7.2.1 of these Rules applies;

11.6.1.2. the direction of the barrel of the firearm in the opposite direction from the targets or its crossing of the generally accepted or specially established for this shooting Stage safety angles (except as provided by these Rules);

11.6.1.3. if during the shooting Stage the athlete releases his firearm or causes it to fall, regardless of whether it is loaded or not. However, an Athlete shall not be disqualified if, for any reason, he intentionally and safely places a firearm on the ground or other stable object while performing a shooting Stage, provided that:

11.6.1.3.1. the athlete maintains constant physical contact with the firearm until it lies safely and motionless on the ground or other stable object;

11.6.1.3.2. constantly remains at a distance of not more than 1 m from the firearm (except when the firearm is placed at a greater distance under the supervision of a judge to perform the conditions of the starting position, as well as to perform "mixed" Stages);

11.6.1.3.3. there are no cases described in paragraph 2 of this chapter;

11.6.1.3.4. firearms in the position of readiness, as specified in 9.1 of these Rules (except for "mixed" Stages, performing which the athlete is obliged to bring the firearm to leave in any position of discharge);

11.6.1.3.5. the firearm is discharged, the shutter is open (except for "mixed" Stages, performing which the athlete has the right to bring the leaving firearm to any position of discharge);

11.6.1.4. retrieval and placement of a handgun, air handgun or holster during the passage of the tunnel;

11.6.1.5. directing the barrel of the firearm to any part of the athlete's body during a shooting Stage.

Disqualification will not occur if the firearm is carried away when the handgun of any class is placed in the holster or pulled out of the holster, provided that the athlete's fingers are clearly outside the trigger guard.

Disqualification shall not occur if the air handgun barrel is carried out while taking measures in accordance with paragraph 2 of paragraph 6 of Chapter 3 of Section VIII of these Rules, provided that the athlete's fingers are clearly outside the trigger guard;

11.6.1.6. the direction of the barrel of a loaded handgun of any class when snatching or placing the handgun to the holster in the direction opposite to the targets, back outside the radius of 1 m from the feet of the athlete. This rule applies only if the athlete is facing the targets;

11.6.1.7. carrying or using more than one firearm during a shooting Stage (except for "mixed" Stages);

11.6.1.8. the location of the finger within the safety clip of the trigger during the elimination of the delay, when the firearm is clearly withdrawn from the line of sight on the target;

11.6.1.9. the location of the finger within the safety bracket of the trigger of the firearm during loading, reloading or discharging, except when specifically permitted.

Exceptions to this rule are to press the trigger of a carbine, shotgun, pistol caliber carbine, small-caliber carbine and air carbine in order to idle or close the shutter and / or pull the trigger to bring the firearm to the ready position before the start signal. If a shot is fired during these actions, it will be considered dangerous handling of the firearm and the athlete will be disqualified;

11.6.1.10. the location of the finger inside the safety clip of the trigger while driving contrary to the requirements of Chapter 5, Section IX of these Rules;

11.6.1.11. holding a loaded and housed handgun of any class in any of the following positions:

11.6.1.11.1. self-loading or single-action handgun with a cartridge in the chamber without a fuse;

11.6.1.11.2. double or selective action handgun with a raised trigger without a safety lever;

11.6.1.11.3. revolver with cocked trigger;

11.6.1.12. firearms manipulation in the safety zone with combat or blank cartridges or non-compliance with paragraph 4 of Chapter 4 of Section IV of these Rules.

11.6.1.13. the term "firearms manipulation" does not prohibit athlete to enter the safety zone with ammunition in magazines or devices for accelerated loading located on the belt, in pockets or in a bag, provided that the athlete does not physically remove the equipped stores or equipped devices for accelerated charging from their location or storage while in the safety zone.

11.6.1.14. keeping a loaded firearms and non-firearms without special permission of the judge;

11.6.1.15. picking up fallen firearms and non-firearms. The fallen firearm is picked up by the judge, who after checking and / or unloading the firearm will put the handgun directly in the athlete's case, bag or holster, and the carbine, pistol caliber carbine, small-caliber carbine, air carbine or shotgun will be safely handed over to the athlete. The release of unloaded firearms and non-firearms or actions that caused them to fall outside the territory of the shooting Stage is not a violation. An athlete who picks up a fallen firearm will be disqualified from the match;

11.6.1.16. use of prohibited and / or dangerous cartridges (projectiles) and / or use of prohibited firearms and non-firearms.

11.6.2. The regulation may establish other cases of dangerous handling of firearms and non-firearms.

10.7. Disqualification for unsportsmanlike conduct

10.7.1. Athletes will be disqualified for conduct that the judge considers unsportsmanlike. Examples include, but are not limited to, deception, dishonesty, non-compliance with competition requirements, or any conduct that may discredit the sport. The Chief Judge must be notified as soon as possible.

10.7.2. Athlete in competitions, which in the opinion of the judge, intentionally shifts or causes loss of eye or ear protection in order to obtain a shot or advantage, will be disqualified.

10.7.3. Spectators may be removed from the shooting range for conduct that the judge deems unacceptable. For example, failure to comply with the reasonable requirements of the competition official, interfering with the shooting Stage and / or the performance of the Stage by the participant, as well as any conduct that may discredit the sport.

10.8. Disqualification for the use of prohibited substances

10.8.1. All participants in practical shooting competitions must have complete control over their mental and physical condition.

10.8.2. Athletes and competition officials must not be under the influence of any drugs (including alcohol). Any participant who, in the opinion of the Chief Judge, is under the influence of any prohibited substances shall be disqualified from the competition and removed from the shooting range.
