Scoring rules and point-counting procedures for practical shooting competitions.

X. COUNTING POINTS

10.1. General provisions

10.1.1. When counting points, athletes or their representatives must not approach any target closer than 1 m without the permission of the judge. Violation of this rule may result in a warning for the first violation. For subsequent attempts to approach the targets in this match, the athlete or his representative may receive a procedural fine at the discretion of the referee.

10.1.2. When counting points, athletes or their representatives are prohibited from touching, applying caliber or interacting with targets in any other way without the permission of the judge. If the judge considers that the athlete or his representative has influenced the scoring process as a result of such an intervention, the judge has the right to:

10.1.2.1. classify such a target as unaffected;

10.1.2.2. impose fines if the penalty targets have changed.

10.1.3. The judge shall order the shooting of a shooting Stage if:

10.1.3.1. the target is prematurely sealed and this makes it impossible to correctly count points;

10.1.3.2. one or more targets on the shooting Stage have not been sealed or restored after the previous athlete, the judge must determine the possibility of accurate calculation of the results. In the presence of unnecessary scoring hits or contradictory free kicks, when the affiliation of such hits to the athlete is uncertain;

10.1.3.3. the adhesive or adhesive tape on the retreaded target accidentally fell off due to wind, powder gasses or other reasons, and the judge did not understand which hit belonged to the athlete.

10.1.4. An athlete who, on his own initiative, slows down or stops the Stage due to the fact that at his discretion one or more paper targets have not been restored, shall not have the right to shoot.

10.1.5. The credit zone of all credit and penalty cardboard targets is considered impenetrable.

10.1.6. If a projectile left a full-diameter hole in the scoring zone of one paper target and then hit credit zone of another paper target, then hitting the next target is not counted regardless of whether it is a credit or a penalty.

10.1.7. Shooting of a shooting Stage after its recovery is assigned to the athlete if:

10.1.7.1. the bullet left a hole of full diameter in the test area of the paper target, and then hit or knocked down a metal target, in which case the equipment on the Stage will be considered defective;

10.1.7.2. bullet left a full-diameter hole in the test area of the paper target, and then hit or hit a metal target, or hit a fragile target, or a target with an electronic hit indicator that activates other equipment Stages, the defeat of the following targets is considered as a malfunction of the equipment on the Stage;

10.1.8. Points or penalties, depending on the purpose of the target, are accrued if:

10.1.8.4. the ball (in competition with an air handgun and air carbine) hit the scoring zone of a paper or solid target, and then knocked down another solid target, the defeat of the next solid target is credited.

10.1.9. All decorations, walls, barriers, translucent mesh walls and other obstacles shall be considered as an impenetrable hard surface, unless they are marked in the written briefing before the Stage as a soft surface if:

10.1.9.1. a bullet or projectile left a hole of full diameter in the hard surface, and then hit any paper test or penalty target, the defeat of the paper target will not be counted. If it is impossible to determine which (which) hit on the test or penalty paper target occurred from a shot through the hard surface, when counting points on the test or penalty paper target will be excluded the appropriate number of maximum effective hits;

10.1.10. Target racks are not considered hard or soft. If the bullet completely pierces or hits the rack, and then hits a paper or metal target, such a target is considered hit with the appropriate points, depending on its purpose.

10.1.11. In competitions with a shotgun fractions of paper targets are not counted.

10.2. Method of calculating the results

10.2.1. "Comstock" - is unlimited time, stopping with the last shot. The number of shots is not limited. The specified number of hits is counted.

The points scored by the athlete are calculated by adding the most effective hits from the estimated number per target, minus the penalties divided by the total time spent by the athlete on the shooting Stage (recorded to two decimal places), called "Hit factor". The athlete with the highest "Hit Factor" in this Stage is awarded the maximum possible number of points for this shooting Stage. Points of other athletes are calculated proportionally, based on the values of their "hit factors".

The results of the Stage should place the athletes in their class in descending order, in accordance with the individually scored points for the Stage, calculated to the nearest four decimal places.

Athlete's points are calculated by adding the actual time (up to hundredths of a second) and all fines imposed, which are also expressed in seconds. The athlete with the lowest amount of points on the Stage becomes the winner on the Stage. The athlete with the lowest amount of points (in seconds) becomes the winner of the competition. The places of other athletes in the competition (as well as in the Stage) are located in the increase of their final amounts (in seconds) relative to the result of the winner. In the future, the results of athletes can be listed as a percentage (in descending order) of the winner, giving the winner 100%.

Athlete's result in percent is calculated by the formula: C (%) = (Pp x 100%) / Pc, where C (%) is the athlete's result in percent, Pn is the winner's result in seconds, Pc is the athlete's result in seconds.

In the individual competition program, the winner is determined by the lowest result in seconds. In the team competition program, the winning team is determined by the lowest sum of results in seconds of the three team members based on their results in the individual program.

10.2.3. "Limited Vickers" - used in competitions using "practical" Stages. Unlimited shooting time is recorded after the last shot of the athlete. The number of shots has been determined. The number of test hits for each target is set. Determining the results of athletes is similar to the method of counting "Vickers".

10.2.4. "Mixed Vickers" - used in competitions using "mixed" Stages. A variant of the "Vickers" calculation method, in which penalty seconds are not accrued in case of hitting metal or fragile targets, in case of a single hit in the zone with the highest scores or in case of double hitting in the test zones remaining on a cardboard target of any type.

10.2.5. "Simplified Vickers" - used in competitions using "speed" Stages. Unlimited shooting time is recorded after the last shot of the athlete. Unlimited number of shots. The number of test hits for each target is set. Determining the results of athletes is similar to the method of counting "Vickers".

10.2.6. The results of the competition can be calculated both by age and gender, and without division into these groups. When determining the winner in the form of a program that takes into account certain groups by age and gender, his points and interest are indicated from the winner of the competition among all participants without division into gender and age groups.

10.3. Draw result

If there is no draw as a result of the competition, the relevant athletes will additionally shoot one or more shooting Stages, appointed or created by the director of the match, until the winner is determined. The results of the additional Stages will be used only for the final distribution of seats of the respective athletes. The number of points scored by them for the competition remains unchanged. In no case should the winner be determined by lot.

10.4. Calculation of points and fines

10.4.1. The number of points for hitting the scoring and penalty approved targets is determined in accordance with these Rules. 5 points are awarded for hitting fragile targets.

10.4.2. At competitions with a carbine, a pistol caliber carbine, a shotgun, it is recommended to score 10 points for each target (complex shot) for the defeat of disappearing metal and fragile targets.

10.4.3. In competitions with a carbine, a pistol caliber carbine, a shotgun for hitting metal and fragile targets, which are recognized as a difficult shot, 10 points can be awarded for each target.

10.4.4. In shotgun competitions only when using bullet cartridges in the case of disappearing paper targets, it is recommended to double the result of each test hit For paper targets, the defeat of which requires a complex shot, the result of each test shot can be doubled. In both cases, the described principles are applied to a maximum of 2 scoring hits on each target.

10.4.5. The number of targets described in paragraphs 10.4.2-10.4.4 of the Rules shall not exceed 10% of the total number of targets in the competition. The use of such targets is determined during the examination and approval of Stages and they must be clearly identified in a written briefing before the Stage.

10.4.6. In practical shooting competitions, with the exception of competitions using "applied" Stages, each hit that is visible in the scoring zone of a paper penalty target or a solid penalty target with an indication of defeat, is penalized by deducting 10 points. No more than 2 fines can be imposed on one penalty target.

10.4.7. In competitions, each hit that is visible in the scoring zone of the metal penalty target is penalized by deducting 10 points. No more than 2 penalties can be imposed on one penalty target, regardless of whether such target is falling or not.

In competitions with an air handgun and air carbine, each shot down solid penalty target is penalized by deducting 10 points.

In competitions, metal penalty targets must fall, fall over or hit the mechanism of the hit indication in order to be considered hit. Such a defeat is penalized by deducting 10 points.

10.4.8. Each miss is penalized by deducting 10 points, except for misses on disappearing targets, and for a handgun on paper targets in competitions with the use of "SOF type Stages" and on targets in competitions with the use of "speed Stages".

10.4.9. Holes on paper targets for "SOF type Stages" are calculated according to their values defined by these Rules.

10.4.10. For any test hit in the appropriate test area of the paper target for "SOF type Stages" (except the highest) until the end of the athlete is fined 1 s multiplied by the value of this test area.

10.4.11. For any credit hit in the scoring zone of the penalty paper target for "SOF type Stages" until the end of the athlete is fined 5 s (but not more than one penalty per target).

10.4.12. The Regulations on competitions with the use of "SOF type Stages" may not establish provisions to reduce the penalty time for the defeat of the relevant targets or scoring zones.

10.4.13. For any scoring in the relevant scoring zone of the target for "speed" Stages (except for the highest zone) until the final time of the athlete is added a penalty time in accordance with the value of the zone.

A penalty is added to the athlete's final result for each miss 5 s.

10.5. Accounting policy

10.5.1. Unless otherwise specified in the competition with in a written briefing before the Stage, the test paper targets must be hit by at least two shots each. The two best hits are offset. Scoring metal targets must be hit by at least one shot each and fall for scoring.

In shotgun competitions, credit paper targets are hit by at least one shot each. In the case of using a bullet cartridge is determined

1 or 2 shots on target (default - 1 shot). In the case of using a card cartridge, the 2 best hits are taken into account, ie two hits with the highest points obtained from the cartridges of any shot.

10.5.2. If in competitions with a shotgun two or more targets receive direct scoring as a result of one shot, the result for the defeat of all targets is calculated in the usual way except for the application of paragraph 10.1.7 of these Rules.

10.5.3. If the diameter of the hole from the ball (ball) or shotgun in the test target touches the line between the two test zones or the line between the test and test zones, or crosses several test zones, points are awarded for the test zone with a higher value.

10.5.4. If the diameter of the hole from the ball (ball) or shotgun touches the scoring zones of several scoring and / or penalty targets that overlap, all relevant points and penalties will be charged.

10.5.5. For "speed Stages" hitting the target is any mark on the target, which was declared after the shot on it.

10.5.6. Radial gaps, which go from the diameter of the hole from the bullet (ball) or shotgun, are not used for points or penalties.

10.5.7. Holes in the paper target that exceed the diameter of the ball or shot used by the athlete are not taken into account for the calculation of points or penalties, if the edges of the hole have no visible traces (eg, traces of soot, grease or "crown", etc.), which eliminates the possibility of the formation of such a hole due to ricochet or hitting the debris.

10.5.8. Minimum points for Stage - zero (except for "applied" and "speed" Stages).

10.5.9. An athlete who has not fired at least one shot on the front side of each shooting target in a shooting Stage shall be awarded one procedural penalty for each unfired target along with the corresponding number of penalties for misses.

10.5.10. In competitions with a shotgun, the athlete will not be fined for unfired targets, if two or more targets will have credit hits received as a result of one shot. If an athlete has fired fewer shots at a group of targets than the number of targets, and one or more targets have not been scored, penalties are imposed for not firing at the targets and for misses in the appropriate amount.

10.5.11. Visible impact on a paper test or penalty target resulting from a shot from the back of this or another paper test or penalty target, and / or hits that have left no visible holes through the front of the paper test or penalty target, are not considered hits, no fines.

10.5.12. Fragile targets are considered to be affected if they have a through hole or a separated visible part.

10.5.13. At competitions with a gun if:

10.5.13.1. wad left an additional hole in the paper target and it is impossible to determine which of the holes is left by the bullet, the athlete shoots this Stage

10.5.13.2. the cartridge case from the card cartridge left a hole in the paper target, it is not allowed to assume that any hit by the cartridge could pass through the hole formed, unless there is visible evidence of such hit around the hole formed (for example, traces of scale , lubricants, characteristic stripes, etc.).

10.5.14. If an athlete in a shotgun competition uses an improper type of cartridge to perform a shooting Stage, the following applies:

10.5.14.1. if certain types of ammunition are prohibited for use in this shooting Stage for safety reasons, the athlete may be disqualified;

10.5.14.2. for a paper target, hits will not be counted and the target will be considered unaffected. In this case, the athlete is allowed to re-hit such a target for offset with the correct type of ammunition;

10.5.14.3. metal scoring and penalty targets will be credited in the usual way, in which case the athlete will be awarded procedural fines.

10.6. Checking the scoring and controversial issues

10.6.1. After the Referee has given the "Rebound" command, the Athlete or his representative is allowed to accompany the official responsible for counting the points to check the correctness of the points. This does not apply to shooting Stages that use only responsive or self-healing targets and / or targets with an electronic hit indicator.

10.6.2. The shooting judge may warn that the counting process will begin before the athlete completes the shooting Stage. In this case, a representative of the Athlete, authorized to accompany the official responsible for the calculation, to control the correctness of the calculation of points. Athletes are informed about this during the briefing.

10.6.3. An Athlete (or his representative) who has not checked the target during the scoring will lose the right to appeal against the scoring for that target.

10.6.4. Any appeals concerning disputes in the scoring shall be lodged by the Athlete (or his representative) before the disputed target has been drawn, sealed, restored or replaced. If this does not happen, the dispute will not be considered.

10.6.5. If the judge rejects the appeal and the athlete is not satisfied with such a decision, he may apply to the Judge and then to the Chief Judge to settle the dispute.

10.6.6. The decision of the Chief Judge regarding the calculation of points for hitting the scoring and penalty targets is final. Any further appeals against such a decision are prohibited.

10.6.7. In settling a dispute, the contested target shall not be sealed or altered in any other way before the dispute is resolved. The judge may remove the disputed paper target for further examination so as not to delay the course of the competition. The judge and the athlete sign the target and clearly identify which holes are in dispute.

10.6.8. If necessary, the verification of hits and / or the determination of the scoring zones used on the paper target shall be determined only using a caliber (template) approved by the Chief Judge.

10.6.9. When counting points, information can be transmitted through gestures. The procedure for submitting non-verbal signals is determined by technical regulations. In the event of an appeal against the result of the disputed target, it shall not be resumed until it has been checked by the Athlete or his representative, unless such action has been previously agreed by the Chief Judge.

10.7. Credit information

10.7.1. The judge enters all the information (including all assigned warnings) in the record of each athlete before it is signed. After the judge has signed the test sheet, the athlete puts his signature in the appropriate place. Electronic signatures of credit departments are accepted subject to approval by the World Federation. Integers are used to record the points or penalties scored. The time spent by the athlete to perform the shooting Stage is recorded to within 2 decimal places in the appropriate place of the test sheet.

10.7.2. If it is necessary to make corrections to the credit statement, it is legibly done on the original and other copies of the credit statement. The Athlete and the Judge shall sign all amendments.

10.7.3. If the Athlete refuses to sign the test sheet for any reason, the matter shall be submitted to the Chief Judge. If the Referee decides that the shooting Stage and the scoring have been carried out correctly, the score sheet is taken to summarize the match without the Athlete's signature.

10.7.4. The record, signed by the judge and the athlete, is the final evidence that the shooting Stage is over and that the time, points and penalties recorded in the record are accurate and undisputed. A signed record sheet is considered a final document, and except in cases where, by mutual consent of the Athlete and the umpire, or by arbitration, only corrections of arithmetical errors and procedural penalties may be entered in this record sheet in accordance with paragraph 10.6.3 of these Rules.

10.7.5. If incomplete or redundant data are found in the record sheet, or if the time has not been entered, it is necessary to immediately notify the Chief Judge, who in normal circumstances will order the athlete to shoot a shooting Stage.

10.7.6. If it is impossible to shoot the Stage for any reason, the following actions are taken:

10.7.6.1. in the absence of a time record, the athlete will receive zero for Stage;

10.7.6.2. in the presence of an insufficient number of hits or misses recorded in the test sheet, those recorded are considered complete and final;

10.7.6.3. in the presence of an excessive number of hits or misses recorded in the test sheet, the best hits are taken into account.

Procedural fines recorded in the record will be considered complete and final, except in cases where paragraph 10.6.3 of these Rules applies.

If the athlete's name is not on the record, the matter is referred to the Chief Judge, who will take the action he deems necessary to rectify the situation.

10.7.7. If the original test record has been lost or is inaccessible, a duplicate of the test record remaining with the Athlete or any other written or electronic source of information indicating the Athlete's results that are acceptable for view of the Chief Judge. If a duplicate score or any other written or electronic source of information is missing or deemed illegible by the Referee, the Athlete will be assigned a shooting Stage. If the Chief Judge considers that the shooting of the Stage is impossible for any reason, the athlete is awarded zero points for this Stage.

Once the shooting is complete, the result of the re-run remains even if the initial results are found next.

10.7.8. Without the prior consent of the judge or the staff involved in the calculation of points, no one, except the officials of the competition, is allowed to pick up and manipulate any original credentials stored in the Stage or in any other place. , after it was signed by the athlete and the judge. Violation will lead to the first warning, in case of repeated violation in the same competition, such actions can be regarded as unsportsmanlike conduct.

10.8. Responsibility for counting results

10.8.1. Each athlete is obliged to record his results in order to compare them with the data published by the state judge.

10.8.2. After all the athletes have finished their performance in the competition, the state judge publishes the preliminary results of the Stages and hangs them for comparison in a place accessible to the athletes on the shooting range. The date and time of publication (not just printing) of the preliminary results must be clearly indicated in each place.

10.8.3. If an Athlete finds an error in the preliminary results, he shall file an appeal with the Senior Judge within 1 hour from the date of publication of the results. If the appeal is not filed within this time, the published results remain in force and the protest will be rejected.

10.8.4. Athletes who are scheduled (or otherwise authorized by the match director) to complete all shooting Stages in a period shorter than its normal duration (for example, 1 day in a 3-day competition) are required to review their preliminary results accordingly. to special procedures and time limits set by the Match Director (for example, via the website). In case of violation of this requirement, the appeal for points is not accepted. This procedure is published in advance in the form of an announcement, which is posted in a place accessible to athletes before the competition.

10.8.5. The Match Director may choose to publish the results electronically (for example, on a website) in addition to or instead of publishing a printed version. In this case, the relevant procedure must be published in advance in the competition documentation and / or in the form of an announcement, which is placed in a place accessible to athletes before the competition. 10.9. Counting points on disappearing targets

10.9.1. Movable targets in which at least part of zone A remains visible at rest (before or after its initial activation), or which constantly appear and disappear during the athlete's shooting Stage, are not disappearing and fines are always charged. for non-firing of such targets and / or for misses on them.

10.9.2. Movable targets that do not meet the above criteria are disappearing and no penalties are charged for non-firing of such targets and / or misses, unless the athlete has not activated the mechanism that causes the target to move, or at the time of his last shot on this shooting Stage.

10.9.3. Fixed targets in which at least part of zone "A" remains visible before or after the activation of moving and / or disappearing penalty targets or the visual barrier are not disappearing and penalties are always imposed for non-firing of such targets and / or for misses on them.

10.9.4. Targets in which at least part of zone "A" remains visible each time the athlete activates the activating mechanism (eg cable, lever, pedal, valve, door, etc.) are not covered by this chapter.

10.9.5. If the shooting conditions require the athlete to use a moving device moving from one shooting area to another, any target that is visible only from the moving device on one of the sections of the route and that will not be visible at the end , is considered a "disappearing target".

10.9.6. Disappearing fragile targets for shotguns, which, in the opinion of the judge, were not hit by a direct hit, will not be counted. The judge's decision on defeat or miss is final.

10.10. Official time

10.10.1. The timer used by the judge is used to formally determine the time spent by an athlete on a shooting Stage. If a shooting judge (or a judge of a higher rank) considers that the timer is faulty, the athlete, whose time cannot be reliably determined, is assigned to shoot the shooting Stage.

10.10.2. If the arbitration panel considers that the time of the shooting Stage by the athlete is not realistic, the athlete shall be assigned to shoot the Stage.

10.11. Scoring programs

Official and recommended results calculation programs for competitions are determined by technical regulations.
